📍 A.R.S. § 13-2307 (Trafficking in Stolen Property) also applies when there is an attempt to sell, transfer, rehome, conceal, or otherwise profit from a found pet. 📍 Depending on the monetary value or breed of the dog, the finder can be formally charged with: Class 1 Misdemeanor Theft: If the animal's value is under $1,000, carrying a penalty of up to six months in jail. Class 6 Felony Theft: If the dog is valued between $1,000 and $2,000 (common for purebreds or certified service animals), carrying up to two years in prison.

📍 A.R.S. § 13-1802(A)(4) explicitly mandates that anyone who takes control of lost or stray property (which includes pets) must make "reasonable efforts to notify the true owner." 📍 Under this law, a person commits theft if they knowingly "control lost, mislaid or misdelivered property of another without reasonable efforts to notify the true owner." If you hold the animal without making those efforts, it is legally defined as THEFT.
