Black cat, crooked tail in multiple places

I’ve been feeding this cat for a bit, it doesn’t seem super scared of people or dogs but it doesn’t trust me enough to get close. Their tail is crooked in multiple places and I see it hanging out in mine or my neighbors yards almost every day. I’m not sure if it’s a neighborhood stray or someone’s pet but I have clearer videos if you recognize anything.
