It on chapman highway shoulder by the Farmers Insurance place (7820 Chapman Hwy, Knoxville, TN 37920). I tried to get as close to it as much as possible to check for a collar tag but I couldn't find any. It's on the right side of chapman on the shoulder. I tried to get closer but there was way to many cars driving close to the shoulder so I got to nervous. I called Young-Williams Animal Services but they pointed me to call 311 but no answer then since it was 7pm. I really hope this poor baby can be found by it's owner or removed from the road. I might try to check by again tomorrow.
