Needs to be reported to police....animal cruelty. What do the other dogs look like? Who the heck could have returned this to its owners in that condition? Terrible.

Kathy Katz Britain : here is a post from farther down "comments" - Christopher Johnson Minnesota – Lost Dogs, Cats & Pets – PawBoost Community So it turns out this dog is owned by a local family. A neighbor returned the dog to it's owner. I took down the post because the dog had been returned. This family has two other dogs that they let roam around north of the Rockford high school. I have seen the other two, but this one is new. My suggestion would be if you find this dog roaming around again in this condition is to call the Hennepin County Sheriffs office.
