my boyfriend found this sweet girl wandering around in an intersection in nova and she looks like she had been malnourished for at the very least 3 days she looks to be under a year old and is a bundle of joy.

Hi, i’m with an animal rescue organization so I’m familiar with how our animal shelters operate. If you found her in Fairfax, the jurisdiction you should be working with is the Fairfax County Animal Shelter. They will take in stray dogs. Have you contacted them yet? An owner would not likely find her if she was in a shelter in Culpepper. And I’m very surprised that a Culpepper shelter would take her in.
