Julia Marcum unless the person said they were the owner. Then immediate adoption or rescue transfer can be done. The fact that people pull up in that parking lot and they have these cute dogs and another person sees the dog and they say oh are you gonna surrender the dog and they’re like yeah and let them take it in the parking lot without even going inside.

If she was taken to the shelter as a stray, she has to be held for seventy two hours minimum, and if it was just yesterday, she would still be there.Have you gone and looked?
