I learned this in my dog's puppy training class - and it doesn't work with every dog, and might not work with a scared pup - instead of trying to chase them - bend down, slap your hands on your thighs, while smiling and calling the pup's name, start running in the opposite direction and yell "(pup's name - Come get me!). The trainer was quick to give the caveat that it doesn't always work, and if you do it once and it will, it might not the next time. The idea is to get the dog thinking you're trying to play with him/her. It did work with my dog when he got out of the yard, but he was my dog, so....
