We did sort through at least 1000 dogs, looking for her owner... No luck. We will keep her if they don't ever see our post on Pawboost or Petcolove.

Carol Cohen - The dog could be scared with having been in a different environment with strangers. I saw the same on a shelter post reunion with the dog not appearing overly joyful but he had been in a different environment as well. So, that’s not a legit reason to withhold a dog from a rightful owner. Nor legal.
