Carol Cohen - The dog could be scared with having been in a different environment with strangers. I saw the same on a shelter post reunion with the dog not appearing overly joyful but he had been in a different environment as well. So, that’s not a legit reason to withhold a dog from a rightful owner. Nor legal.

If dog is happy to see the owner then yes give to them but if not don't give them the dog
