Cats do not roam like dogs they are usually in a 5 to 7 house radius . But they go into a protective mode which is why they do not answer you when you call They are to frightened to move. The goal is to lute them out. Check with your neighbors and ask them to check their garages and sheds etc.. If they will allow you to check their yards that's great. Place his litterbox and some smelly wet food such as tuna fish outside Change wet food each day Late at night walk and call him shake a bag of treats or dry food. If he has a favorite toy use that also. Post fliers with a pic everywhere. Door to door and poles,store fronts if they allow. Go to your shelter and make a report then check back every couple of days and always in person! Never call. I hope you find him soon.

Put dirty litter box outside and some wet stinky cat food also post on lost and found pets Hampton roads VA page if you haven't already
