Abandon dog, owner abandoning this dog in City of Industry/Rowland Hts, On Colima Road and Azusa, across street from Puente Hills Mall, currently still tie in this metal steel bars infront of "Five Below /Bed Bath Works" stores, he is being tieing there fo 4 + hours!!. The store employee says they will call the animal control to take him away.
