Have you thought of offering a reward? Sometimes that makes peop li e give them up. Have you checked the sheltering person 2x week if possible, Craig's list, check with clerks at any close by stores? Talk with anyone you see. I know it's not a good time. Also check shelters out of your area people do dumb things pick them up one place and drop them at another. Praying she's home soon.
