ask all the kids, post on next door, check the lost & found ads on craigslist & look for the cat in the late nite or early morning every day & look every day for the cat at the animal shelter by you

If you know who the person is you should educate on the reasons/logic behind TNR. Cats will defend their established territory so if community cats are spayed/neutered and released back into their territory they will prevent new strays from moving in. If this person removes all of the cats that consider your community their territory, it’s only a matter of time before there will be a lot of new strays that are not spayed/neutered and are having kittens and creating a huge new problem. This is Houston! Any place there is a vacancy, feral cats will move in!
