its a little ways away but I saw a cat with similar "socks" and "tie" this morning crossing the street hanging out in the forest brush across from the intersection of Mockingbird Lane & Claredon Hills Rd this morning (by the apartments and waterfall glen forest preserve). I would've thought it was someone's from the apartments but the cat clearly came from & went back into the preserve after briefly stopping in the little manicured garden on that corner. I saw the cat decently close up before it ran off and it did look extremely similar. if you have no other leads it might be worth a shot.
