malnutrition badly she also has a place on her left hip and leg that is missing hair almost like it was shaved but you can pill parts of her hair out easily. I see no injuries just starved. She will just crawl up in your lap and curl up and sleep also purring

I'm not sure you want her to go back home. That neglect took a long time to happen. She could be a cat that got out, but I doubt she'd roam far from home. You could take her to any vet to get a free scan for a microchip for a start. And, then list with the Dallas Shelter and if no one claims her you could hopefully get her adopted. I would not take her to the DAS though, they don't hesitate to euthanize for a reason like a skin rash. Just sayin'
