2 dogs the bigger one is a male the bigger one wearing a collar and the small one wearing a harness

They were in the road near m&js restaurant I pulled over and and tried to get them the small one came up but was jumpy and wouldn’t let me grab it, the other dog wouldn’t come up to me. I did call them away from the road and they went behind a building. They weren’t acting aggressive, the larger one is a male it looked like he was wearing maybe a shock collar. I’m not sure what the little one is but was wearing a harness.
