Dude this dog was neglected I can almost guarantee it. Owner should not be found this beautiful soul should be given to a screened good home.... In fact people are disgusting just let all the animals go no one as far as I'm concerned should even be able to own animals because people up and ruin everything...there are literally only a few thousand good people left on this Earth.... It's sickening.
