This poor guy has a very thick strap wrapped around his neck. Looks like he might’ve broke free from somewhere. I tried to give him food and water, but he was too scared to keep running.

My sister found this dog today, july 24 at 6:18pm near south and gondar ave. She tried to get him but he was just too scared. Keep your eye out!
