Fluffy Long-Haired Black Dog with White Paws

o, my husband found a dog on his way home from work yesterday in Terrell on 429 close to highway 80. He is a male, long-haired dog with black fur that almost looks like a German shepherd border collie mix or similar. He has on a reflective orange and white collar. This poor dog looks like he may have been missing a long time, he is absolutely covered in ticks which we are treating him for and his fur is very matted. We took him to the vet to check for a chip and he does not have one. He is wearing a reflective orange and white collar but it has no tags.
