Grey cat with injured tail

Is this someone’s kitty? They have been hanging around outside for almost 6 months. Unable to catch or pet them. Not sure if they are a male or female since they run away as soon they see me. Noticed few weeks ago that they have an injury by the base of their tail. Came into my place once and peed on my stuff. Most likely marking since I have a cat of my own. Location: 137th and 74th Ave., Surrey BC
