small tan/cream doodle mix. possibly Maltese and poodle?

This small dog has been in our neighborhood since last week. He is too small and too fast, but he is wearing a collar. If you know who this dog may belong to, please let me know. Animal control said he is too small for a trap.

Can you herd it towards an open gate leading it to a fenced yard? Crazy that animal control said it was too small to trap when other rescue groups manage to trap cats.
