Has a collar, but didn't let me look at it. Was meowing weakly, looked really skinny under long fur

Cat looked really hot and uncomfortable, so I gave it fresh water in a cup, but it didn't want any.

Can a rescue trap it? Needs care in that condition. Hopefully not declawed which means it can’t fend for itself at all.

Open a Found cat Report with the SPCA via spca.com His photo will then be posted on teh SPCA site. Try rolling a note onto his collar asking the owner to contact you. If he stays at your home day and night and seems very hungry, then please try to shelter him or find a responsible neighbor or friend who can. It's always better to avoid bringing him to a shelter. If you have a secure carrier, bring him to a vet clinic to see if he has a microchip. There is no fee for this service.
