Homeless ppl cannot take of a pet if they cannot take care of themselves. They may be lonely and want protection 😔

Sally Mo Does the dog have food, water and a place to sleep?. If she doesn't have that you can report him. Call a rescue, not a shelter.

Shayna Lewis Not if the dog is afraid.

Lucille Grello Yes, that's a good idea because I think that he will do that anyways and who knows to whom.

Dale Goodman I don't think that is stealing. If the dog is tied and the man is not around and the dog is scared, it is abandonment.

It’s probably his support pet.

Ask the homeless guy if you can take his dog to the vet for a check up then scan it
