In New York City, you can reach 311 (or 212…639…9675) to report stray, sick, or injured animals, including strays, wildlife in parks, or stranded marine life. For active animal abuse, emergencies, or immediate threats to public safety, dial 911 instead. Which obviously a lot of the police love to NOT do their job 🙄 but sometimes the good ol saying “the squeaky wheel gets the grease” does get it done so just keep calling and complaining then hopefully they’ll finally do something or a cop whose humanity switch is still on will show up instead and help

I would offer that person money, and simply take the dog, bringing him home with me where he would be safe, well fed, receive plenty of water and much love, case closed!!!!

Report the dog to 311 and animal control will come to check on the dog- they should be more helpful. Also maybe reach out to Best Friends Animal Society for guidance? I’m sure they’ve experienced something like this before and would know what to do if ASPCA is hard to get ahold of
