He just showed up yesterday in our neighborhood, with a homeless person, the person never had a pet before and now he is saying that the dog belongs to him, i called the police but they didn’t do anything. Dog is still with the homeless person.

Sally Mo All I know is most states have made it illegal to tether a dog. For any long span of time I would contact a local rescue or the local spca and ask him what the rules are. I don't know in your specific town or state what they are, but I know where I live you're not allowed to do that. I'm sorry I can't be a more help
