I'm deeply sorry you're going through this. I fear you will have to expand your search to the neighborhood suburbs after searching the nearby apartment complexes. Hunters Ridge and especially West Chester Forest since Todd Creek Circle in WCF is a literal straight shot through the woods from your apartment building. They say cats tend to stay close. I find that's true for female cats especially. Yet some young male personalities can wander further, especially if not neutered.
I'd recommend expanding the search to a two-three mile radius or more. Is he microchipped? Can you contact the microchip company to put out an APB for the pet? (I'm not sure if this is the way it works, though, so someone feel free to correct if I'm wrong.) Also, check with all the neighbors in your building and the surrounding ones. If he's a social cat who would run up to someone i they may take him inside or to a local shelter. If checking with shelters, check in person rather than calling for them to. Check all the bushes and pine trees. Setting TNR food traps is an option, but you might trap raccoons and possums there. Lastly, I have one more suggestion, but this one might be a little crazy. I apologize. Is it possible he could be on the roof of the building? You're on the third floor and the way those balconies are designed with the wood planks dividing porches... Those tall wood walls would provide the perfect climbing wall for an agile cat to use it to get to the roof. When you used your drone to check the woods and parking lot did you fly it over the roof also?
