Can you possibly pick him/her up, put it inside a carrier and bring it to a Vet? Since you’re Uptown, I believe Avenue Animal Wellness + Emergency is open late. They can scan it for a microchip, and also hopefully keep it there until you locate the owner 🙏

Please take him in a carrier or box. Where he can’t Escape to a vet that’s still open and have scan from a microchip. I would also check the surrounding vets that are close to where you found him probably have a few and check and see which cat that fits this description and give them maybe a picture of pass by call may recognize him from an obvious recent vet visit Also if you haven’t posted on LASPCA website many people don’t use social media you can you can upload information in the picture Nextdoor NOLA Pets Lost and Found 🙏
