I recommend reaching out to Missy's Miracles on her messenger. She is a licensed wildlife rehabber and she will report this to fwc. I understand you are trying help find its owner but it needs to be in hands of someone who knows how to care for an animal. If the owner doesn’t come forward please reach out to Missy asap to ensure this animal gets the help it needs
