Jill Scott Did you even read the post the person who found the dog? "I am the original person that found this dog. The owner didn’t claim the dog. The family has let the dog get out multiple times and even has a for rent sign up in their yard. Poor little guy needed a better home. He’s a friend of mine and is great dog owner"

Straight up, the owner didn’t get their dog chipped and their dog has all these supposed issues. My dogs are my top priority. Supposedly it’s constantly getting out. I would hope a better dog owner would take ownership of that dog then whoever is letting it get out on a regular basis. Sounds like the dog constantly gets out.
