Seems like with the leash on someone might have been taking him for a walk, probably lives close by to where you found him! There are a lot of apartments and some houses right there in the fort behind the library, they are probably looking for him I bet!

If the leash was attached he obviously got away… please ask for multiple forms of identification from potential owner. There is a large dog fighting ring in the area. These evil people want free bait animals! Thanks for keeping this baby safe.
