The dog was found with this broken leash. This picture was taken on the way to a shelter. It has no chip. This has already been done. Thank you for sharing.

Awww thank you! Get that rope/chain off his neck please. Vets, pet stores will scan for a microchip for free. Notify shelters. Contact rescues if unable to hold.
