These pups have been roaming the St.Elmo neighborhood in Chattanooga, Tennessee since yesterday. Everyone who sees them says they are incredibly friendly. One of them has a collar, please tell me these are someone's babies and not yet another instance of perfectly healthy happy pups being dumped and stuck in the shelter. PLEASE I'm so tired of seeing this.
