How big is this dog please? Saw one looked alot like this today around 18 pounds on bell road court about ten thirty today had a blue white drop collar on a boy but couldn’t catch him was skittish hope you find him

I thought it was a male. I saw this dog about 2 hours ago on Congressman inson drive heading towards Coliseum Blvd. Was at my house the last two days but left during the night. Would not come to me.
