Natalie Harper if dog was properly confined to the yard, microchipped and registered as is the responsibility of the owner it wouldn't be an issue. If they don't have pound fees..too bad. Possibly better off with someone else more responsible. And rescue groups sure as don't do it for the money. What an uniformed, immature comment.🙄
