Female tortoiseshell cat

!!FOUND DECEASED KITTY!! Does anyone in or around the location listed (in Lyman, sc) have a beautiful female tortoiseshell cat (around possibly 1-4 years) with goldish eyes that had a diamond pink bell collar on. I won't lie, I'm not able to post what she completely looks like since she's in bad shape on her back and stuff, possibly from the 2 loose dogs I seen around and animal control just doesn't want to pick them up and no one is calmed them. I just now found her in my yard and it looks like she past about 8-12 hours ago from what I researched. Soon here in a few hours I would have to definitely bury her if I'm unable to find the owners but I'm definitely keeping the collar to give to the owners as it's only right. I'm only going to post her face since that's the part that's not hurt or anything. I feel honestly terrible this has happened and I've been upset ever since I found her so my heart goes out to the owners. She seemed like a very sweet kitty and I'm so so sorry this happened
