They look loved. Maybe a medical emergency, an eviction or an I.C.E. raid or a can not keep anymore situation. Get them chip scanned. It is free at any vet's clinic. So sad. They look like good dogs.❤️

FYI, The tags that you can scan means that they've had their rabies shot or it's a registration tag. It is not for the chip. It is confusing but you can also have them scanned for a chip at a vet. If the tag is not working.
