Try thos apps use a wireless speaker. Remember they roost at night but I would try it in the day and night too

Aliysa Tanner might sound alittle diffrent but I have used an app to call up an owl.There are several apps one is bird net and merely bird also bird call xeno. You can google app to call a specific bird. Also sometimes they are still near by but are scared. When it gets dark you can use a flashlight you may have already done that. But dont give up. Let me know if you need any help.
