Hopefully you reported to 311 both times you spotted and put pic on App tell them you seen 2x and also can you put food and water out and go by again so stays in area and Animal Control can find easily..Also please put in Nextdoor post SPOTTED 2X NOT SECURED with date and times did and CAN HUMANE TRAPPER ASSIST?? They will see post hopefully reach out to you
