The emergency vet, any veterinarian office, petco or petsmart if there is a vet clinic inside can scan for a microchip for free and no appointment needed. Put a post on the neighborhood Nextdoor maybe someone will recognize it and know who the owner is. Please make sure the person claiming the dog has proof of ownership...photos or veterinarian records etc. Put some found dog signs in the area. Hope the owner is found soon 🙏
