Kimberly Sacramone dogs are dumped everywhere. So it's pretty easy for the homeless people to obtain pets.

Did the people who have him said that they just found them or that the dogs just popped up?Or are you assuming that they are lost or stolen?Because the people who have them right now are unhoused?

Kimberly Sacramone maricopa county shelters do free adoption events, usually paid for by the Bissell family. So anyone can adopt- no proof of home or income at county shelters. Organizations and foster based rescues do home checks but county doesn’t have those 😬
