Solid black with tiny white spot on chest, non-neutered male

This is a very sweet (and shy) black kitty who I think is a stray, but I’m unsure if he’s someone’s outside kitty/if someone is feeding him. He’s had flea medicine on before, but he seems hungry and generally thin. Maybe a year old, could be older? He’s in the cornhill area a lot, if someone is feeding him or owns him please please contact and let me know as I’m worried about him being outside for the festival this coming weekend!
