Black male lab still intact, younger than 1 yrs old found with a weird looking blue collar I’ve never seen before. He’s potty trained but pulls as on the leash. Nails also seem to have been trimmed

PLEASE SPREAD THE WORD I hope someone claims this dog asap and if not I need to find a great person/foster because I could get in trouble since I am at a university. I cannot just leave him outside so I am taking the risk. If this is your dog or know someone who can temporarily him please contact me
