Keep hydrated for sure. Triage injuries. Monitor gums for anemia (internal bleeding) if blue or white needs emergency vet care. If healthy pink monitor in case they change color. Watch inside of ears for yellowing (and gums) - indicates jaundice and organ failure. Does the missing eye look like a recent injury or it was removed by a vet?

Take him to this address asap in the morning. They are a no shelter. They should be able to help or direct you to help. If you need someone to take him in, I'm willing.
