He was fully matted so I shaved him down. No collar, no chip, had fleas, was covered in pee and is not neutered. Seems to be under 2.

The condition you found him in sounds like he had no owner or a VERY bad one! Please consider finding him a new home if no one steps forward soon. He should be easily rehomed.
