Young shepherd approx 18 months to two years..very sweet. Was wearing two harnesses and dragging a long green leash

This sweet dog was lost and bewildered on Lackland Rd today. I past him and couldn't keep going. He was dragging a long leash and had on harnesses (2). He is very sweet and came to me. I scanned him but NO CHIP. I have him and he is being well cared for. Please let me know if you know someone who lost him.
