I try to see people around if they know the dog nobody was around the dog is trapped behind the gate that connects the playground and basketball court he was barking at me but not agressive

Update: I stop by 3 minutes ago- and spoke to someone that lives in the building and says the dog (girl) isn’t abandoned or homeless. Lives there with its owners. Yes they can do a better job at taking care of her. But she has a “home”❤️‍🩹❤️‍🩹❤️‍🩹
