Resolved! I (the original finder) walked him around a little this afternoon hoping that he would lead me to his home. He ended up instead darting into the yard of a woman who was not his owner, but who agreed to hold onto him temporarily since she has a better space to keep him in than I do. About half an hour ago, she texted me to say that her husband drove around near where I found the dog and managed to reunite him with his owner.
