Akita with black and white colors

This dog has been hanging around near my brother’s shop for the past few weeks. He won’t let anyone get close to him, but my brother has been leaving food and water out for him. We’ve also noticed that someone else in the area appears to be feeding him as well. I’m becoming increasingly concerned about his health and well-being. He often sleeps in the middle of parking lots, which is dangerous, but he also likes to rest in the bushes near a bridge. He looks like he may be an Akita or an Akita mix. My brother was able to get fairly close to him once and noticed that he was wearing a collar, but he couldn’t read the tag because the dog started waking up and he didn’t want to startle or scare him.
