He surely has an owner. They are not usually dumped or strays unless stolen and released. PLEASE take to the Fort Worth shelter so they can put on 4 day stray hold for owner or he'll go to a rescue, unless you've already been there in person and made a report. He should not be held this long.

Please keep inside as they will overheat in this weather. If you can’t hold please take to Fort Worth Animal Care & Control at 4900 Martin St (they work with rescue groups). Thanks for keeping safe!

Before everyone jumps on here comments the most basic thing. Yes the dog was already scanned for a chip. There is no chip.
