Why would you take a picture of this animal freezing outside as opposed to taking one with it inside warm and safe. You can still get the message out.

Call the police and the animal control . I bought a dog to the police station yesterday in my town , it had no lease or collar and running by itself.. You have great intentions; but leaving it on your porch in a shelter is not shelter! He will freeze! I would not ever leave an animal in the cold . Please bring it inside.
