Wow looks like a mini mountain lion. check with neighbors, post on nextdoor or any neighborhood facebook pages or email lists. If there is no owner, coax with food into your garage or indoors or into a carrier. If you have a carrier, any clinic can scan for a chip. If not, call dispatch 608-255-2345 and they can pick up from a garage or a carrier and take to the humane society. Dispatch works only from 8-5 or so weekdays and Saturdays but generally not on Sundays. If you can house the cat in your garage or bathroom overnight, then call in the morning. If you cannot and have or can borrow a carrier, then you can turn it in to the UW Vet Hospital, 515 Easterday Drive on campus. They are a holding facility and will transfer the cat to the Dane Co Humane Society.
